Project objectives

The Development Objective of Networks and Capacity Building for Biodiversity Conservation, Environmental Governance and Participatory Development project is to promote, encourage and support environmentally, economically and socially sustainable development in the rural areas of Uganda, based on conservation, wise use of its rich biodiversity resources and local participation in resource management, with a particular emphasis on enhancing the country's participation in regional tourism markets.

The project will develop a programmatic and holistic approach in full partnership with other key stakeholders to meet the goals and objectives of Government as stipulated in the National Environment Action Plan (NEAP).

The specific objectives of the project include:

1. Facilitating participatory processes and partnerships between communities, Government and the private sector that promote appropriate action on issues of environmental and natural resource management.

2. Working with the major stakeholders to identify environmental problems and come up with long-term solutions and actions.

3. Promoting best practice in natural resource and environmental management.

4. Working with Government, communities and the private sector to facilitate educational processes in order to increase awareness, and bring about change in attitude that will lead to appropriate action within a given community.

5. Promoting policies and strategies that will ensure that proper environmental and natural resource management are considered as important components of the planning and development process.

6. Supporting action research that will lead to better environment and natural resource management, and bridge the gap between research and information users.

The project will provide valuable lessons on the potential for private sector, community and government to develop partnerships to resolve environmental problems.

Project Activities:

The above objectives will be met in many ways including by:

ܧ Adopting/development of education materials which are suited to the local communities and circulation of such information to the local communities.

ܧ Working with Mukono District Local Government, Mukono District Private Sector Promotion Council and the local Chamber of Commerce and Industry office to establish a forum to develop and promote sustainable development in the Mukono District business community.

ܧ Providing technical assistance and training to empower women with skills to restore and manage their environment as well as improve on their domestic life styles and income. Local and international tourists are to be involved in this process in promotion of community based tourism. This will give a holistic experience to men and women visiting Uganda.

ܧ Creating awareness through the media (radios, television, newspapers) on conservation of environment and basic techniques in waste management.

The project will focus on designing, establishing and vigorously promoting a sectorally integrated and sustainable system for the management of biodiversity and important wetlands through a participatory development process.

Biodiversity conservation and management in the project area will be underpinned by complementary activities maximizing economic benefits to rural communities through sustainable livelihoods, targeted infrastructure interventions and the development of tourism routes capitalizing on existing regional tourism dynamics. The piloting of this integrated approach should result in models with a high potential for replication in the rest of the country.

The project's objectives are fully consistent with guidelines from the National Environment Management Authority (NEMA) Action Plan regarding conservation and sustainable use of biological diversity in vulnerable areas. The implementation of an environmental education strategy was identified as an area of concern by the joint NEMA and Ministry of Education and Sports (MoES) task force.

The project will also support agro-biodiversity by promoting indigenous knowledge systems in the use of medicinal plants by promoting improved propagation, marketing and research.
